27 year old with an extended severance package. They wont tell me when the contract is up?

The company I work for was merged with a larger company, and my department was laid off. They gave me and only me... an extended severance package. The contract states I was laid off on July 20th, but it also says I cant "officially" sign the severance contract until August 31st. Is that normal?

They also don't give any time frame as to how long they will be requiring me to stay... just that I cant sign until August 31st. For reference, I was the manager of my department and its pretty clear they need my expertise (at least for a month or two) during the transition. They are offering approx. $10,000 (total) for my severance. Can I (or should I) try to negotiate more? If I cant sign anything until the end of August, could they technically "fire" me on the 30th and not pay me anything extra?

I'm new to this, it's my first time being laid off. I'm looking for any advice from older people who know what is typical in this sort of situation.
