What can I do to make myself stand out in a job application with at least 2000 applicants?

I'm applying for an interstate role. It is in state government within mental health. My most recent job was also in state government at the highest level of mental health monitoring and service conditioning.

I have all the qualities and experience they are looking for an in an applicant, however I am not sure as to how to land an interview or stand out in the application process with my documentations.
