Why Do Managers Do Nothing About Bullying?

There are two hated bullies in my department; neither my direct manager or her bosses will do ANYTHING about it. They ONLY care about the business side of things; not the human side. They make me feel like i'm part of the problem when I have a negative reaction to the bullies; I got taken to the office and told off; boss said she "couldn't care any less about my 'dispute' with so & so" and warned me about the consequences of getting angry with the bully. For the record, the bully has yet to be brought to the office or talked to. I, however, was confronted by management for making the report about bullying long after it had started.
