Job offer (from government) after only one phone interview?

I know it may be common to get offers after just one phone interview, but I've read that they're often indicative of poor job quality. I'd expect any job with the government to not be a terrible one, yet I got a conditional offer after only one phone interview. Should I be suspicious at all?
