Resume looks more experienced than I really am

I'm applying to software engineering and web development jobs. I'm having this problem where I make it to the final technical interview, do really well across all factors, really feel a rapport with the interviewers, but then get rejected for "not having enough experience." This last interview was a huge blow to my morale because I'd made it as far as a verbal offer and background check, but was then rejected for only having about 2.5 years applicable experience instead of 4.

I'm thinking maybe it's my resume setting me up for failure, or rather, my unfortunate past. I have the past few years written down as freelancing, which isn't incorrect, but I only had one client as I was looking for full-time work. I was also in an abusive relationship during that time which affected my ability to network and perform in interviews, among other things. I'm sure there was some old fashioned sexism at play in those interviews too, since I was constantly asked personal questions that no one has asked me here in a more progressive state.

Before all that, I had a full time job as a web developer and system administrator. A few months ago, I've graduated from a very selective and well-respected coding bootcamp. I have a bachelor's in Information Technology.

So my question is, how do I make my resume reflect my actual skills and experience without emphasizing that I've essentially been unemployed for 2 to 3 years? I mean, for what it's worth, I can code. I'm not stupid. Making it on site to Google and receiving encouraging feedback has got to count for something. Can't really put that on my resume though lol.
