Advice for shifting to a new career focus

Hello all,
 
I'm in my early thirties and am looking to shift my career focus. I currently work as an IT Administrator at a small MSP (Microsoft Service Provider), which is of course a title that indicates I do many different job roles. We work with many small to mid sized business, and over my time here I've found that I greatly enjoy the portion of this job that focuses on building and maintaining great relationships with our clients, especially when I am at their place of business. I am wanting to change from a career of IT technical focus to something along the lines of Customer Success management or Client Relationship management. I'll list the steps I've taken to try and positively present myself as a viable candidate for these roles. If anyone has any critique or advice for my position, I'd love to hear from you. - I've tailored my resume to cut out most of the technical mishmash and focused on the relationship aspects that I've performed that align with many responsibilities in the customer success field.
 
- While my project experience has been purely from the implementation side, I've still listed my involvement and included that I've served as a lifeline to the customer and ensured that the project was completed within it's projected timeline. Unfortunately, I don't have direct project management experience from this role, but have considered taking the time to educate myself via Youtube or another course so I can at least hold a conversation if it comes up in an interview and show my initiative.
 
- Apply has been very hit over miss over the past 6 months or so. Most end with no reply or a flat rejection. On the off chance I manage to snag a phone interview, it goes very smoothly and I give positive responses/experiences to the HR rep who runs the interview. There haven't been any red flags that come up during that stage, and the interviewer usually gives the indication that they will be following up for next steps (though we all know this has become a stock phrase). I usually get ghosted at this point. Feelsbadman.
 
- Since a month or two ago I've been attempting to make connections ahead of time at the companies I am applying to, but a lot of these companies posting these positions aren't huge, so I'm fishing in a small pond.
 
- I am planning on looking up some larger companies (SaaS most likely) in my area (Portland, OR) and messaging people already in the Customer Success Manager role to see if they will meet with me and discuss their roles instead of just targeting those at a company that has posted a job. More mentorship is always a good thing in my mind.
 
- There are some monthly meetups that are held and while I've gone before and they were generally unhelpful (one is for fishing for business through referrals so that was awkward for me), I also acknowledge that when I attended I wasn't even sure what I was looking for. I just knew I didn't want to keep doing day to day IT work. Since then, I've managed to narrow it down to a specific job title and would have a much better time steering the conversation instead of seeming like I have no direction.
 
- I have garnered around 3 referrals from the client pool at my current position. All of my referrals have a high level position at their business and can speak to my efficiency and commitment to maintaining great relationships. Is 3 sufficient or should I seek out more?
