Two reference checks?

Interviewed with a hiring manager and provided him with references once I was a top contender for the position. They checked my references and I was offered the position. I was given both a verbal offer and an online statement saying the job was mine. Salary, relocation assistance, and a start date was also negotiated.

Afterwards I got another email from the company, someone much higher up than the hiring manager, requesting another reference check. They said this was standard for all new employees and independent of any reference checks the hiring manager may have done. My offer is contingent upon this reference check which I verified in the offer letter. I had to provide my references again but this time to a 3rd party reference checking company. This company then sends an online questionnaire to all my references and I can see a copy of the questionnaire and who has responded (but not any specific responses).

It's been about a week and not a single one of my references have filled out the questionnaire even though I have sent them a reminder. To be honest, since I can view a copy of the questionnaire, I can't blame them because it is a very annoying form to fill out. I knew if someone sent me that form to fill out, I would put off completing it too (and likely not even do it at all)

My company hasn't said anything yet about this lack of a response but I'm worried they might. Other than keep sending out reminders, is there anything else I can do? I really don't want the offer to be rescinded. My start date is coming up in about 3 weeks.
