My manager tells employees to quit immediately when they turn in their two weeks notice. Weird, right?

My manager always tells employees to quit immediately when they turn in their two weeks notice. This is a healthcare office where patients then have to be cancelled and rescheduled, and employees may need to be hired or cross trained. In other words it puts a giant stress boulder on everyone else’s shoulders. I have never worked at another company where this is the norm. Any thoughts on why my manager does this? Is it something to be concerned about?
