Status changed to under consideration after interview?

Hi! I went through two rounds of interviews with a large tech company, second one on last Friday. I was told I would hear back mid of this week, but still haven’t heard anything so far. However, yesterday my status on WorkDay changed from submitted to under consideration. I also received an automated email from the company requesting consent for a background check; but it clearly states on the form that a background check will not be initiated until they receive a signed offer. So I’m not sure what to think of this all… is asking for consent a normal step? Or is this a good sign? Also I plan on following up with the hiring manager on Monday - will this be too naggy? Thanks!
