Workplace rules and policies

I (25f) started a new job about a month ago and so far things have been pretty ok...Still getting used to the workplace culture. One thing I notice alot is that the management is absent on most days. My manager will check in with me 2-3 times a week and leave. But hey at least I'm not being micromanaged. Knock on wood.

There are rules that the management wants you to follow, just like any other workplace.

However I feel like they no one really follows rules here. Most employees are back from working from home while still having a flex schedule option. I don't have the option to work from home because I'm still new, which is fine imo. But what ticked me off is when one day I clocked out 2 minutes early. This was the my second week of starting work and I was having some bad anxiety that day and wanted to leave as soon as possible. I don't do this normally ans usually stay 5-10 minutes late. But I just couldn't that day. Also, I have nothing do to and they know that too because I'm new so aside from taking lessons and doing some data entry, I really didn't have any tasks i could work on. Some days, I literally did nothing for 3-4 hours.

Anyways, my coworker who's been working for a year now, sent me a text on teams meeting, and told me to that she knows I clock in early but do not leave early next time. I was ok with it until I realized that she, on most days clocks in at 8:30 or 9 am. And instead of clocking in at 1, she clocks in at 1:20. No one has really told me about when to clock in and clock out, all I know is that my work starts at 8 and ends at 5. I want to ask my coworker but I don't want to come off rude. She is very nice for the most part and has been very patient with me.

I've seen other coworkers doing this as well. I'm also on probstionary period for 90 days because I'm new. Which btw, was disclosed to me on the day I started working there. The pay is also not great. $11 for how much they require you to learn and do tasks.

The dress code was jeans and casual clothes because most people were gone remot but now thst they are back, it's back to business casual, except on wednesdays and fridays. But I still see most employees were jeans and t shirt, I on the othe hand wear business casual and have been since I startes work. And I'm going to continue to do so because I'm still new and I want to make sure I follow the rules. But I still want to bring this up with management because I feel like no one says anything because they've been working there longer than me. However, I don't want to make them feel like I'm being a troublemaker. If I were to wear jeans and t shirt then I'm pretty sure they would tell me to not wear it.

There is one coworker who's phone is always blowing up and doesn't put in on vibrate. She is in the other line of department but we have to share the same floor. Everytime she gets a notification, her phone starts beeping. She has 4 different ringtones and answers while everyone is working. She has no awareness that people are annoyed and don't want to hear her personal shit. We both share the same manager. The things is, this lady is in her 50s or 60s and has been working there for many years. But I'm wondering why no one has said anything, not even the management. And my coworkers bitch about her being annoying but refuse to say anything to the management.

I also noticed that it's a little cliquey here and no one will talk to you unless you are from the same department.

I want to talk to the management to clear up any confusion but I'm afraid they will think I'm being a troublemaker. So far I haven't said anything and rn I just get my work done and leave. I do not engage in gossips at all. No matter how nice my coworker is to me, it doesn't mean I can fully trust her. At the end of the day, she is going to side the boss who she gives feedback to her about me. Should I raise my concerns or is this something I should over look?
