Should I Give Google A Cover Letter Even Though They Say One Is Not Needed?

I'm applying to Google's Marketing Manager Program and at the bottom of the application, it says I don't have to include a cover letter. I was always told that a cover letter is always good to include in the application. I have a good background (deans list, cum laude, marketing internship, work experience). I meet the requirements for the job but I don't know if including the CL would tick off HR or they would be more impressed that I included it anyway. Should I or should I not include the cover letter?
