Is; "I have other interviews to go though, we'll consider your resume and contact you later" just code for; "Sorry, I'm not hiring you. Go away."?

So for every job I've had Only 3 due to weird personal circumstances. I've been hired on the spot. Meanwhile any time I've done an interview and told that there were other people being considered for the position I've either been ghosted or told soon after that I didn't get the job.

Is this common? Are companies more likely to hire employees on the spot and for anyone they don't plan to keep they just tell them after the interview they're still being considered regardless of weather or not it's true?
