Are employers allowed to give out copy of W-2 form or first paystub?

Agency that’s doing the background check for my next job couldnt reach my previous employer(which i agree because when i called them they never picked up the phone other than the finance guy but agency is not allowed to call individual numbers, just direct Phone numbers).

I want to ask the finance guy if he can send me a copy of a W-2 form from 3 years ago or a first paystub to verify my employment as i cannot find it anywhere in my house.
