should I address the fact that my application is late?

So I am applying for a remote position as forum moderator and the original announcement lapsed(is not available). From what i have read in the original post and the alternate website they are adamant about looking to hire all the time. But I am wondering if its best to leave the fact that its late off or if I should address it with an apology/explanation. The reason I think I should address it is because the post that expired had different address to turn in my personal info. This is also a month late for various personal reasons.

Further, they are an international organization so I don't know if it might look bad to people from other cultures.
