Was hired two weeks ago, was emailed by another company asking for a interview but already had a job offer. Now HR is sending me this email!!? Never gotten this type of email like ever . Is this normal?

This was after I told the recruiter I cannot attend the interview. I just got this email from HR two weeks after the fact

We were disappointed to hear that you were not interested in our Enrollment Specialist-Healthcare opening because you were off the job market.
