Medicinal Marijuana vs a good job

Background: I am a veteran diagnosed with ptsd medically retiring from the navy. Where I live that qualifies me for a card.

I'm nervous about asking companies what their policies are for fear of having a stigma attached. If forced to choose, I will always pick staying clean to get a better job. Is there a professional way to say "I want to be a great employee and I want to use Marijuana legally"?

When in the interview process is that appropriate to bring up?
