Did I receive a verbal offer?

I received a call from the hiring manager yesterday that they are finalizing an offer letter for me. She said to expect it within 3 days. She also recorded my address for the letter and to ship my onboarding materials. However, she said that she is not allowed to directly tell me I have the job. Should I be wary or am I being paranoid? I’m very excited for this dream job. I have another pending offer but would prefer this one.

Why can’t she give me a verbal offer?.....
