Typically how long between the hiring manager going to my current manager about when I can start and when I get an actual job offer?

Apparently the hiring manager talked to my current manager at the beginning of the month but I still have not heard anything or gotten a job offer.

Why would it take more than 2 weeks to put together an offer after talking to my current manager about a potential start date?
