Job has me waiting, do they not want me

I get a phone call to come in to see the upper manager and fill paperwork at hr, i get there, hr gets me to the back and tells me the position has been frozen for a couple of weeks they are waiting for the ppp loan. Is this just financial i was told by the hr person id be a good fit and to reach back in two weeks

Im getting the feeling they are getting cold feet and wanting to interview more candidate's someone outside the manager i interviewed with didnt care for my resume
