could working on Upwork & Fiverr for a year, be counted as "a year of experience" on my resume & cover letter ?

tl;dr: my resume sucks. no its not the layout, its that i have no experience or anything interesting to offer because i was an idiot. Could learning programming and working as a freelancer for a year fulltime, be counted as a year of experience and make me a real professional and make my resume interesting and competitive?

i cannot get traditional work. (crappy retail, generic office assistant jobs, HR, general entry level jobs for college grads)

I have applied to many jobs, maybe 300. barely callbacks.

of the few i get, the call goes downhill fast, when they notice i have zero experience or any kind of solid work history.

the vibe and energy of the call goes from "lets see what this guy is about"

to

"ehhh thats gonna be a no from me dog, any further questions before you never hear from us again?"

I have a lib arts degree from a low ranking state school. i filled my resume with some college activities, and some seasonal work i did like 2 years ago. i managed to get some callbacks with the resume, especially when i add a cover letter but thats only for low wage jobs, and like i said above, the call rarely goes well... even for the low wage jobs i barely want.

now on to my main point. i realized today that i absolutely MUST accomplish something soon, or else i am going to remain in this position forever. i have a weak resume, no experience, i am not an expert or professional at anything. i graduated like 2 years ago and have a 2 year gap.

i cannot afford more college, cannot afford anything at all. if i am lucky and i ask sky daddy enough times i may get some deadend job, but thats is just a pathetic place to be in. I refuse to remain this way.

I want to get into web development. i am planning to get all the books get all of the resources and just live, and breathe software for a year. once i can do something useful, I am planning to freelace for an entire year. I want to put all my blood, sweat and tears into it because i must become a professional at something or else i will just be stuck forever.

my main question: do you feel working on upwork, fiverr and other selfemployed and freelace mediums for a year, will be counted as "a year of experience" on my resume & cover letter, and will i actually be seen as a legitimate professional, and contender for an entry level development job. or will they think i am a fraud and im fluffing up my crappy resume?

I would really appreciate if people who know about HR and hiring read my post and tell me what they think
