What should a person do if they can’t get a job and have no money, despite graduating with a 4 year degree and solid GPA?

The standard advice I hear from people is just go to graduate or law school. Is there no other hope for these people that have put in several hundred job applications, attended interviews, and still can’t get hired? They should just suck it up right because they’re de facto competing with law school graduates for the same retail jobs e.g. Starbucks. Live in their car, attend law school, and scrounge off charity? Is that the best answer for these people that can’t rely on family?
