Pay scales/ ranges

Had an extremely positive performance review but was told by my manager that this year's increase in hourly wage was only 10-30 cents as dictated by the company. Nevertheless, I was approved at 50 cents without any negotiating on my part. What should I make of this? In the past I've always received higher annual increases. It's also difficult as there was no formal wage review prior to me learning the 50 cent raise was approved.
