Should you apply to positions you've previously been denied for even though you meet the qualifications?

I really want to work at this particular hospital for a monitor tech position, the qualifications are just a CPR certification and a high school diploma. I have a bachelor's degree and a CPR certification. Qualification-wise, I'm okay, I think. I've applied twice to this position and been denied. I really truly would love to work at this hospital and in this position, but I don't know if I should just give up since I've already been rejected twice.
