Advice on a Cover Letter

I am currently in a managerial position but I am applying for a position with a "lower" title because it pays more. How should I construct my cover letter to show that I am not overqualified for the position? Should I be honest and mention how money is a reason I am applying but back it up with experience and how I am a good fit? Any feedback would be great. Thanks!
