Getting Strung Along?

Hi! So I applied for a job with a very large multi-national back in September 2018. I was first contacted for interviews in end Oct/Nov and then with the holidays had a final interview at the start of January. Later that month I was contacted for a background check which I passed. Since then I have been following up pretty consistently with HR (every two weeks) about the status. I have been assured I am THE candidate but that they are still awaiting approval. As of this week that approval has still not come through. I am really interested in this role and the company is a top employer. Any insight from HR professionals would be much appreciated. Is it time to move on? (I've still been applying for other things). Thanks!
