Messaging employer on LinkedIn?

How do you guys feel about messaging an employer on Linkedin? I really wanna interview with this company/ small agency but I feel like my application is lost within hundreds of other applications. Would my messaging the CEO of the agency show my enthusiasm/willingness to work in the industry and for the company? I don't wanna overstep boundaries
