Lateral Move & Interview ?

I've been with the company for a few years - current work and the lateral one is similar just different sectors.

Is it normal that a lateral-opening inquiry should trigger "first-contact" from HR asking for an interview ?

I would expect HR to just pass it on to the hiring manager/department.

I imagine the common comical scene in which the character steps out the door just to knock and be told "come in...."
