HR employees, what’s the reason you don’t tell people they’re not hired?

People who work in HR: what’s the reason you don’t send out an email to everyone who’s applied for a job but wasn’t selected for an interview?

It seems to me that a lot of people are waiting to see if they’re up for the job and wait to get some feedback. If you’re already looking thru their resume, it doesn’t seem like to much work to send a (standard) email so they know they have to keep looking.
