How to handle unreachable HR department and a deadline?

I am looking for full time work work since graduating from college May 2018. I have been working side jobs this past year. I took a job seasonally that I would be open to return if they give me a job more benefiting of my degree. They have a position in my field, the guy who had it last year made such a mess of one thing it was not funny. I also fixed another problem for them as it was in my field even though it was not part of my job requirements.

I emailed HR who told me to call them, and I cannot get in touch with them. The paperwork is due on Friday. I do not simply know what to say or do,
