Got congratulated on getting a job then silence from the company

Hey everyone, wondering your opinion on my current conundrum.

I've interviewed with a company and got a position. Got congratulated by both the company and the recruiter on becoming a member of the team and then an ideal starting date when I can begin - that was around 7th of February.

Now it is 19th, the date I gave was 25th and it's radio silence from the company since. I want to send a follow-up mail or call; however, I'm not sure how that would come off as I've never been in that kind of situation.
