Backup plan?

I currently live in northern Illinois and I operate CNC lathes. I am a younger guy and I am concerned about the future. Illinois just raised the minimum wage to $15 by 2025. I heard at work that my current place of employment which I started in January won’t be raising wages to keep up with inflation. How should I plan a backup for when manufacturing picks up and leaves my state? What if I get laid off? Should I have a back up career skill planned (I.e CDL driving)?
