No Training, No Projects, No one has the time..

I graduated with a degree in supply chain and worked a job for a little under two years. I recently started my current job, which pays better and is salaried, but the commute is 30 mins on average, and I have received literally 10 minutes of training (I specifically asked if training would be offered, and I should have taken note of their vague answer - "yea we will have some form of training, we won't just throw you in".) I'm just not getting the experience I desire, and I have 1 hour of work per day....

We use old systems that are customized so much that we cant switch to a new one, and everyone is vocal about how much they dislike "like change".

I am eager to become an expert in my field, but I am worried that switching to this company might have hindered my career growth. The manager has not given me much work, and most people reject my offers to help them. The manager was supposed to transfer a lot of her tasks to me, but hasn't really done so in the past 4 months I have been here. I have been reaching out to materials planners to see if i could shadow them, but only one is responding - the other one is very talented, but is always busy.

I hate to job hop, but I don't see myself learning a lot or being challenged fairly here. I'm 24 F. Is it early enough to start looking around again, or should I stick this out?
