Is it normal for a small law firm to have a high employee turnover?

I recently quit working at a law firm in LA suburbs. I worked there for 18 months. Since I joined, 19 employees (I'm #20) have come and gone. Half of them quit and the other half were fired. When I quit I had been working there the longest.

Is this a red flag or is this a normal practice in the legal industry?

The firm has less than 8 people working.
