If Costco can treat and pay their employees so well, what is preventing other companies from being able to do the same?

I understand the answer might be as simple as corporate greed, but I'm curious if there is another reason in there. Last year they were ranked as the #1 company in the US to work for, and with good reason. Their turnover rate is under 4%, vs most places being over 40% or so. In Canada, it's like getting a job at the hospital. If you're lucky enough to get in you never want to leave.

Not only does Costco start you off a decent ways above minimum wage, but you get raises every 1040 hours (it is never based on performance), and they're impressive raises compared to most places. I remember busting my ass at a McDonald's for 3 straight years in order to even reach a dollar more an hour. It's just about putting in your time. Most people will start off at part time (luckier to have regular part time where it's a 25 hour a week minimum), but over 50% of the staff at most locations can get on full time within a couple years. Where I live the majority of part time work can't even guarantee you as much as 15 hours a week at most, yet Costco can. On top of that, part timers have full benefits where they pay 100% of your premiums. Even basic benefit packages are unheard of for most places unless you're lucky enough to get a full time position (which often doesn't happen until you're management or have been there 5+ years on low hours). Where I live, your basic front end cashier caps out at $26.60 an hour, and everyone makes a $4 an hour premium on Sundays. After 5 years you take home a few thousand dollars worth of bonus as well, and after 10 years the bonus doubles. That's not even counting how much you can make if you get into management or supervisor positions. And within the company when they say you can move up, they actually mean it. Nothing is off limits if you're willing to work for it, and I've seen it happen. You're not only given a free executive membership (plus a free spouse card), but you're given 2 gold memberships you can simply give away to whoever. On top of all this, management treats you well and respects you, and I personally haven't heard of a Costco that wasn't like this. (Details regarding pay and bonuses may differ little between countries, states, or provinces.)

Ever notice how happy the workers are when you go? They have good reason to be. It's a company based off strong core values, and even the founder took home a modest salary and had one of the shortest CEO contracts out there. He wears a name tag and goes on a first name basis wherever he visits. Even the current CEO takes home very little each year compared to the millions to billions CEO's of similarly large companies do. It's a company you can actually respect because of how well they treat their employees. Hell, I know multiple people with usable degrees that chose to stay at Costco because they're making more money and have better benefits than if they went into their field. It's insanity. All this and their profits continue to rise by the year.

Yet for the most part large companies remain to be absolutely terrible, paying the bare minimum while requiring the maximum amount of effort. Other employers are fine giving you 10-12 hours a week and expecting you to be available 24/7. Employees are miserable to work for them and have a dead look in their eyes. Walmart employees are notoriously depressed with their jobs. Of course there will be people who love their jobs at these terrible places, just like there are the few who absolutely hate Costco because they had a bad experience, but those people are far and in between. Why can't these huge companies take Costco's lead and create a good non-toxic work environment where employees are paid well and able to make a living? If they can do it, any of them can. Why don't they care that their reputations as employers are awful? Sadly the answer may be that they simply don't want to and don't care. I'm hoping others can share light on other possible reasons.
