Opinion on office politics and promotions.

So i got turned over for a promotion again and worse someone i work with ended up getting the position. Objectively by the numbers based off the hours we both work, the quality of our work and how well we work with people at our level i should have gotten the position. The only thing that he had over me is that he has a longer relationship with one of the directors at my office who was on the committee that decided who got promoted. Does office politics play to large a role in promoting people? Objective opinopns please
