Quality vs quantity: is it even worth sending out general resumes anymore?

Do resumes that aren’t tailored for the position even work anymore? I am having a hard time getting responses to any resumes I am sending out, but my strategy thus far has been quantity over quality. I felt that 5 minutes per application was more likely to get a bite, but so far it’s been fruitless. I’m going to start spending more time tailoring my resume to each position I apply for, which may increase the time to 20-30 minutes per application.

I have a lot of work experience doing a lot of different things in my field, and I now have my third degree so I feel like I have to convince employers that my experience is relevant.
