How hard is it to list all the requirements in the job posting?

Is it just me or are hiring managers getting real lazy with their postings? Just got the third email of the week saying "thanks for your interest, but we're looking for someone with *insert skill or experience that wasn't listed anywhere in the posting*". I wouldn't have applied for any of these jobs if I knew they required something I didn't have, but now my time has been wasted because some asshole can't be bothered to write an accurate job ad.

If you require industry specific experience, say that. Don't say "customer service" and then immediately turn down anyone who hasn't worked in that specific industry. If you want applicants to be bilingual, say that in the job posting. If you need someone who can use a specific programming language, make that clear! Say what you want us to have and I'll only apply if I have it. If you want to keep your options open by getting applicants who don't have a certain skill, but you're only gonna hire them if no one else applies, then at least list it under prefered qualifications so we have an idea of where we stand going in.

One of these jobs literally said "no experience necessary" and then the hiring manager emailed and said "sorry, we require 2 year of experience".

Not listing all of your requirements seems like such a stupid practice that wastes everyone's time (hiring managers included since they have to sift through a bunch of applications from people they were never gonna hire).
