How can I land a management role at a new company, without existing management experience at the current one?

My company closed my local office, so I would have to relocate my family in order to get into that position with my existing company.

I am applying for management roles locally with other companies in the same (or similar) industries. I just worry that the train of thought is "Why aren't you a manager at your existing job" considering that I've been there ~7 years. Most of these in my industry are "promote from within".

I have a lot of the qualifications (frankly, more education than they request, too - industry & academic) - just no experience as a manager for my current company.

What kinds of things would make me a strong candidate for a management role with a brand new company?
