Think I may have messed up my opportunity at getting hired

I’m a 23 year old college graduate. My degree is in Criminal Justice and I graduated in May of 2019. I’ve been working at a restaurant since the start of 2019. Trying to get hired in a professional field has felt hopeless lately. I’ve got a solid resume (I had it reviewed by a college advisor and she said it looked good), and I’ve got a cover letter. I’ve applied to lots of jobs since late 2020 (I didn’t apply to jobs during the worst of the pandemic because I was afraid of contracting Covid and live in an area where Covid isn’t taken seriously). I think part of the reason I’m getting turned down is because of how long I’ve worked at this restaurant, but I do have an internship that I completed in college that pertains to my career field. I don’t know how to proceed in getting a career job. I feel like my extended time at this restaurant has really messed up my ability to get hired elsewhere and every entry level job I apply to I get rejected from. I’m unsure if I should go back to school to retrain or what to do. Any advice would be helpful.
