Should I stop applying for this position? It has been 2 years of attempts.

I have a bit of a problem. I have this job that I strongly believe would be a dream position for me. I got interviewed for the position approximately 2 years ago, and I thought it mostly went alright, but I got turned down for it, no big deal they may have found a candidate they liked a little better. That said occasionally, I will see where they post a position and apply for it. This has let to me applying appropriately 6 times over the course of two years and getting turned down. I do believe some of those postings may have been placeholders and not looking for an actual person. Additionally, there is some pretty high turnover in this position due to a variety of factors including location; I accept these flaws as there is no such thing as a perfect job. I am qualified for the position, excluding a recommended one. I am wondering if I should contact their HR department for recommendations and advice, just give up on the position and try and find a new dream, or keep on applying. For some context, I do currently have a job that is decent paying and allows me to live very comfortably and I’m not planning on leaving without an offer in hand.
