Negotiating Salary with Internal Job Offer?

I've made pretty great strides with the advice in this subreddit. I have one question that I struggled with currently.

I work at a large corporation with 3rd party recruiters. I applied for a new role that will take me from hourly to salary. I made it thru the prescreen with recruiter and panel interview. I have a strong feeling I will be offered the job.

With that being said, when do I bring up the salary part if offered the job? I think the hiring manager has to call all the applicants. I wasn't sure if I bring it up with the hiring manager or wait for the recruiter.
