I got a rejection phone call, but the manager immediately referred me to another position

After the final round of interviews, the director of the department set up a “follow-up” phone call with me. She called me to personally tell me they went with another candidate. It was between me and one other person. She said they loved me, and have even been passing my resume around the office. She mentioned a new opening, and told me multiple times that I need to apply. But, I would have to go through the whole interview process again. I think they really want me but how much faith should I really put in getting this new job.
