How to make an argument that I should be higher in salary range

Our company is the type that never wants anyone to talk about salary. When you have your annual review they will tell you we don't discuss this with you because the review is about your behavior. Basically what happens is when the first paycheck of the year comes around you get a piece of paper handed to you that says this is your raise. We did not get a raise or a bonus last year due to covid.

My job is pretty much a specialized one that not a lot of people can do. We are currently trying to hire for at least two positions in my department. Again because of the specialized skills that are needed, it's very difficult to find people. To my surprise a salary range was posted internally on this job. The salary range is $57,000 to 82,000.

I just broke $60,000 2 years ago. I have been with the company for 16 years and I am the second most productive person in my department. Doing a little research I determined that I should probably be in the upper second to third quartile. I've had people mention to me before they thought I was underpaid but I didn't know if that was based on anything or just a compliment for being a good worker.

Any advice on how I should approach this with my boss when we do have our annual reviews in the next month or so. My reviews have always been outstanding and I have previously gotten raises that were a little bit higher than I even thought I deserved so I don't think I'm being greedy but I do think I should be more in line with the salary range they are putting out there for the position.
