Are my supervisors and HR shafting me?

Hello all, asking for a friend

Looking for some advice moving forward. My friend (let’s call them FF) has worked at this advertising firm for 3 years now. Started as a National assistant (2.5 years, $38k salary ) and then received a promotion to an account executive which FF has been in the last 6 months ($45k, $15k bonus for hitting numbers, plus commission once budget reached).

The opportunity to return to National as account manager opened up recently. FF interviewed and spoke with hiring manager. Company offered FF the position, but not at the compensation level expected… $55k base +$6k bonus if budget reached. The position is salary capped. FF countered with $65k and $10k bonus to start. Management could not guarantee the negotiation.

The logic presented was that FF didn’t have the managerial experience to merit a higher salary. Ff feels that is a slap in the face considering the departing manager made close to 3x as much yearly (8 years experience). FF holds a bachelors and MBA both relevant to the field with 7 years experience, trained by the departing manager, who held a BS only. Is FF getting shafted by the company? Should FF stay in current position? Should FF look elsewhere?
