Why does my job not tell us to leave when overstuffed?

I’m somewhat new to working and I work for a temp service at a warehouse. These past two weeks there has been literally nothing to do. We just stand around for hours not doing anything.

How does that benefit my job for paying people to do nothing. Why don’t they just tell us to clock out and go home?
