New job wants me to start in one week, when do I put my notice in?

Long story short, I was baited into taking what seemed like an incredible job. After starting, they changed the location of my job site to an unreasonably far away city, lied about the job duties, etc . I am so unhappy that I never ever would have quit my previous position to take this job. It has now been a grueling 2 1/2 months of looking for a new job, and after about 11 interviews, I got a conditional offer for a great company. This offer stands as long as I pass both a domestic and international background check and my references go through. I received confirmation that my U.S. background check came back fine; however, my international one won't come through until next week [I lived in Canada in various basement suites for 5 years while attending college, but I'm a U.S. citizen]. Never have I committed a crime or been arrested. This week, I signed off on the offer letter. As it stands now, if I were to give notice today, I would only be able to work for one more week. I usually like to give two weeks, but this place is awful. Question is : Do I give notice today without a firm offer/ background check/ references completed, or do I possibly give zero notice at all to my current company?
