How can I negotiate a higher manager salary?

Pretty sure I am about to be offered a manager position at the rate of $15/hr. (I am currently making $12/hr; former manager was making $15/hr.) This is in a small, tourist town in Illinois (min. wage is $11/hr here). I was a little surprised when I learned the current manager was only making $15/hr. It is a lot of work and stress to deal with for $15/hr. It is a smallish company, but they have several stores throughout the US and profits are definitely on the up and up, especially during tourist season.

$15/hr at 40 hours a week is just barely $31,000 a year. Not enough to support a family or buy a house, even as the fulltime manager! Ideally I'd hoped to make $20/hr as manager. How can I negotiate $16~20/hr when they offer me the position?

I am 40 years old (younger than current manager) and have unrelated bachelor and master's degrees (current manager does not have any degrees). I have previously been paid $17-18/hr at other, non-retail related jobs.
