Are jobs allowed to advertise a pay rate they aren’t fully paying?

I recently got a job as a busboy at a major food chain restaurant in NYC and their advertised pay rate was $15/hr, minimum wage. After coming in for my first day, I spoke with another busboy and he had told me that they only pay $15/hr for the training period which is the first 2-3 weeks on the job, but after that, they pay busboys $10/hr because the company expects the rest of our pay to come from tips.

I want to know if this is 1. Legal; and 2. A normal thing that jobs do?
