Leaving job, old boss wants me to do consulting work after I leave, how to proceed?

I quit my job, currently in my two weeks, and have another fulltime job lined up. I quit due to concerns I had over the competency of management. My job is an office job at a small family owned company. I was offered a 'goodbye bonus' which was very generous of the management considering I was not kind in my explanation as to why I was leaving.

This is my issue: the job I'm leaving has always had issues adequately staffing. Upper management would not let office staff hire for themselves and then just wouldn't hire anyone for us. I am one of two people left in the office and I will be leaving in a week now. My manager approached me and asked if I would be interested to stay on as a 'training consultant' and I said I would think about it. This work would be done in my free time, as my new job is a night shift.

How should I proceed? Should I charge freelancing rates? I am an art hobbyist and charge roughly 30/hour for commissions, should I use the same rate for training consulting? I was making 21.50/hour at this job. How should I propose a change in compensation for consulting work, since I'm pretty sure my manager doesn't think I know better and is planning on just paying the same hourly wage?
