How do you explain bad culture during an interview?

I resigned from my previous job because of the culture of fear and my manager was micromanaging me and passing on the blame to me and all of the above, I had an interview yesterday and they were asking me why did you leave the previous job in a short period of time, and I said I didn’t like the culture, then they asked me to explain it and how/why it effected my job. I don’t know how to explain it tbh. What is the best way to handle a question like this ?
